Digital full banks may serve both retail and non-retail customers, while digital wholesale banks focus on SMEs and other non-retail business. A new digital bank is not an ordinary company incorporation project with applications open throughout the year: as at this review on 2026-11-04, no announcement of a new application window has been identified, and MAS should be consulted first regarding the window. This guide retains the valid content in the source material on business models, documentation, technology and risk management, corrects outdated capital stages, deposit protection and notice numbers, and explains change-of-control acquisitions and ongoing maintenance requirements. This article is prepared under the name of 仁港永胜(香港)有限公司, with a professional explanation by business manager 唐上永(唐生).
Explains the business boundaries, capital, applicant entities, shareholders and directors, actual operations, application materials, acquisitions and ongoing compliance for Full Banks, Wholesale Banks and Merchant Banks, and separately clarifies the historical digital banking regime and the current application window. Content checked as at 2026-11-04; admission to the banking sector is subject to MAS’s case-by-case assessment. Meeting capital requirements does not mean that approval will necessarily be granted, nor is any opening date guaranteed.
Insurance Broker — Direct Insurance, General Reinsurance and Life Reinsurance
Singapore insurance brokers are registered principally under the categories of direct insurance, general reinsurance and life reinsurance. The minimum paid-up capital for each registration category is 300000SGD, with the amounts added together for multiple categories. Direct insurance registration covers general insurance and long-term accident and health insurance; it is not a general authorisation for ordinary direct life insurance. Based on MAS, SSO, ACRA and IRAS materials verifiable as at 2026-11-04, this guide explains local registration, statutory exemptions and the approval route for overseas brokers from designated countries, as well as requirements concerning establishment, personnel, client money, acquisitions and ongoing maintenance.
Insurance Licence — Direct Insurers, Reinsurers and Captive Insurers
As at 2026-11-04, this guide distinguishes direct life insurance, general insurance, composite insurance, licensed reinsurance, captive insurance and special purpose reinsurance vehicles under the Insurance Act currently in force in Singapore and MAS requirements. It also explains the different admission routes for authorised reinsurers from overseas, approved MAT insurers and Lloyd’s Asia. It covers eligibility, shareholders, directors and actuarial and compliance teams, a genuine physical address, capital and solvency, documents, applications, changes in control through acquisitions, and ongoing maintenance. MAS provides for a standard online CMS application route and does not specify a single centralised application deadline; eligibility must be assessed according to the activities applied for and the entry requirements in force at the time. RFMC is no longer a registration route open to new applicants. Verification date: 2026-11-04. The regulatory review period is not a guarantee of approval. The RFMC regime was abolished on 2024-08-01; VCFMs must still be licensed but are subject to specific exemptions. Content verified as at 2026-11-04; the regulatory review period is not a commitment to grant approval. Singapore Major Payment Institution Licence — All Seven Payment Services
An MPI is a payment institution licence under Singapore’s Payment Services Act. Applicants may apply for one or more payment services, with the actual scope of business limited to the services approved by MAS. This guide covers account issuance, domestic money transfer, cross-border money transfer, merchant acquisition, e-money issuance, digital payment token services and money-changing, and explains the entity, genuine place of business, shareholders and directors, capital, application materials, acquisition approvals and ongoing maintenance. The verification reference date is 2026-11-04; approval, account opening or approval dates are not guaranteed. Prepared by 仁港永胜(香港)有限公司, with professional guidance from business manager 唐上永(唐生)。
Singapore Standard Payment Institution Licence — All Seven Payment Services
An SPI is a payment institution licence under Singapore’s Payment Services Act for businesses operating below the statutory thresholds. An applicant may apply for one or more of the seven categories of service, but must obtain authorisation for each category separately. A Singapore company must have minimum base capital of 100000SGD; for a foreign company’s branch, the requirement is calculated by reference to the net head office funds. Providing DPT services does not automatically increase the SPI minimum capital to 250000SGD. This guide is compiled from MAS, SSO, ACRA and IRAS materials verifiable as at 2026-11-04 and covers service classifications, teams, addresses, documents, actual queue times, acquisitions and ongoing maintenance.
An MC licence is for carrying on the business of buying and selling foreign currency notes in Singapore. It does not cover remittance, e-wallets or digital payment tokens. Applicants must meet citizenship ownership, director or partner, and relevant experience requirements applicable to their entity type. The current Payment Services Regulations do not prescribe a uniform minimum base capital figure for an MC-only business, but MAS still assesses financial standing and operational readiness. This guide was verified as at 2026-11-04 and covers new applications, business addresses, acquisitions and ongoing maintenance.

Can an application for a DFB or DWB be made at any time?+
It should not be assumed that applications are open throughout the year. The first round in 2019 has closed, and the list of successful applicants in 2020 is not a current application window. As at 2026-11-04, this review did not identify an announcement of a new round. The MAS website index indicates that no new licences are currently being issued, but the text was not fully extracted. Obtain current confirmation from MAS before deciding whether to submit a formal application.
Is 15000000SGD sufficient to establish a full-service digital retail bank?+
No. 15000000SGD was part of the historical DFB restricted start-up framework, which came with business and deposit restrictions; the historical full-operation phase required 1500000000SGD. The general local bank threshold under the Banking Act and MAS’s actual phase conditions must be checked separately. There is no guarantee that a new application would still benefit from the former transitional arrangements.
Is the minimum paid-up capital for a DWB also 15000000SGD?+
No. Regulation 6A of the Banking Regulations stipulates minimum paid-up capital of 100000000SGD for a locally incorporated wholesale bank. The restricted phase for a DFB cannot be applied to a DWB. Risk-based capital, ongoing capital funding and liquidity requirements must still be met separately.
Would engaging one local director enable overseas shareholders to meet the DFB local control requirements?+
That conclusion does not follow. The residence requirements for directors of a company generally differ from the historical DFB requirements for head office location and Singaporean control. The shareholding and voting arrangements must be analysed on a look-through basis, and confirmation from MAS must be obtained in accordance with the applicable application window and licence conditions. Bank boards are also subject to more specific nationality and independence requirements.
