Business OverviewDigital full banks may serve both retail and non-retail customers, while digital wholesale banks focus on SMEs and other non-retail business. A new digital bank is not an ordinary company incorporation project with applications open throughout the year: as at this review on 2026-11-04, no announcement of a new application window has been identified, and MAS should be consulted first regarding the window. This guide retains the valid content in the source material on business models, documentation, technology and risk management, corrects outdated capital stages, deposit protection and notice numbers, and explains change-of-control acquisitions and ongoing maintenance requirements. This article is prepared under the name of 仁港永胜(香港)有限公司, with a professional explanation by business manager 唐上永(唐生).Explains the business boundaries, capital, applicant entities, shareholders and directors, actual operations, application materials, acquisitions and ongoing compliance for Full Banks, Wholesale Banks and Merchant Banks, and separately clarifies the historical digital banking regime and the current application window. Content checked as at 2026-11-04; admission to the banking sector is subject to MAS’s case-by-case assessment. Meeting capital requirements does not mean that approval will necessarily be granted, nor is any opening date guaranteed.
Capital and Funding RequirementsDWB: Under section 6A of the current Banking Regulations, the minimum paid-up capital for a Singapore-incorporated wholesale bank is 100000000 Singapore dollars. DFB: The historical phased framework provided for restricted initial capital of 15000000 Singapore dollars, to be increased progressively, and 1500000000 Singapore dollars at the full-operation stage; the general local-bank threshold under section 9 of the Banking Act is 1500000000 Singapore dollars or such other amount as may be prescribed by law. Restricted-capital arrangements, risk capital, liquidity and case-specific additional requirements must be confirmed with MAS for the relevant period. 15000000 Singapore dollars must not be represented as sufficient to operate a full-service retail bank directly. For a locally incorporated Full Bank: generally, minimum paid-up capital and capital funds of 1500000000SGD each; for a locally incorporated Wholesale Bank: statutory minimum paid-up capital of 100000000SGD; for a locally incorporated Merchant Bank: generally, minimum paid-up capital and capital funds of 15000000SGD each. For a foreign bank branch or Merchant Bank branch: the head office generally must have capital funds of at least the equivalent of 200000000SGD, with local assets, capital and licensing requirements also to be checked. All amounts must be considered in light of the entity structure, applicable exceptions and MAS’s case-specific requirements, and should not be treated as the entire establishment budget. [3] [4]
Indicative TimelineThere is no applicable new-window application date or standard approval period. The first round of applications opened on 08-29 and closed on 12-31 in 2019; four selected applicants were announced in 2020-12. These are historical records. Policy opening, document review, fulfilment of pre-conditions and pre-opening inspection are separate stages. Approval within 12—18 months or a specified opening date is not guaranteed. No uniform guaranteed approval timeline applicable to all bank applications has been verified. Preliminary discussions, complete submission, requests for further information and management assessment, capital and systems readiness, and formal licensing proceed separately; ACRA company registration timelines are not equivalent to MAS processing timelines. For digital banks, first confirm that a formal application window is open. No approval or opening date is promised. [2] [7]
Application / regulatory statusA new application window has not been confirmed; this must not be promoted as a permanently open application programme. The MAS page search index indicates that new digital bank licences are not currently being issued, but this verification retrieved only the historical reference materials section from the page text. Confirmation from MAS for the relevant period must be obtained before commencing the project. Verification reference date: 2026-11-04.Admission of traditional banks is subject to MAS’s case-by-case assessment; no new digital bank application window has been confirmed. Checked as at: 2026-11-04.
Subcategories of Business
Digital Full Bank (DFB):May serve retail and non-retail customers, including by accepting retail deposits, within the scope permitted by the banking licence and its conditions. The 2019 framework adopted a path of restricted initial operations followed by gradual expansion for new entrants; the restricted stage and full-operation stage are not two independent licences from which an applicant may freely choose. Historical admission requirements stipulated that applicants be headquartered in Singapore and controlled by Singaporeans. The rules for any future window must not be applied without confirmation.(The historical minimum paid-up capital for the restricted stage was 15000000 Singapore dollars, increasing progressively to 1500000000 Singapore dollars at the full-operation stage. Eligibility for each stage, capital-increase milestones and additional capital requirements for a new project are subject to MAS's arrangements and approval conditions for the relevant period.)
Digital Wholesale Bank (DWB):Primarily serves SMEs and other non-retail customers, conducting approved activities such as corporate deposits, credit, trade and cash management. It must not provide Singapore-dollar retail deposit services to the general public under the DFB model. Personal high-value fixed deposits, foreign-currency and other special activities should be checked individually against the wholesale bank guidelines and licence conditions; it should not be stated simplistically that all personal business is prohibited.(Section 6A of the Banking Regulations: the minimum paid-up capital for a Singapore-incorporated wholesale bank is 100000000 Singapore dollars; applicable risk-capital, capital-funds and liquidity requirements must also be met on an ongoing basis.)
Full Bank:May conduct a full range of banking business, including accepting deposits, cheque services and lending, and may provide financial advisory, insurance broking and capital markets services subject to applicable laws and licensing conditions. QFB status is an additional qualification for foreign Full Banks and is not a right automatically held by every Full Bank. [1](For a locally incorporated entity, generally minimum paid-up capital and capital funds of 1500000000SGD each; for a foreign branch, the head office generally must have capital funds of at least the equivalent of 200000000SGD. A qualifying subsidiary under section 9A is a specific statutory exception and cannot be applied by an ordinary applicant on its own initiative. [3])
Wholesale Bank:Primarily serves corporates and institutions, and its operations must comply with MAS’s wholesale banking guidelines; its key restriction concerns SGD retail banking business. Individual customers, deposit currencies, account types and amounts should be assessed separately; it is not advisable to describe Wholesale Banks as being completely unable to serve individuals. [1] [5](Minimum paid-up capital of 100000000SGD for a locally incorporated entity, under regulation 6A of the Banking Regulations. A foreign branch does not constitute a separately incorporated company with share capital of 100000000SGD; instead, the head office’s capital funds of the equivalent of 200000000SGD and local requirements must be checked. [3] [4])
Merchant Bank (investment banking focus):A Merchant Bank licensed under section 55S of the Banking Act may conduct banking, accept deposits and carry on other regulated financial activities within the scope of sections 55Q and 55V; SGD deposit-taking, borrowing and financing instruments are separately subject to the strict restrictions in section 55U. It should not be simplistically described as absolutely prohibiting deposits or SGD loans. [3] [6](For a locally incorporated entity, generally minimum paid-up capital and capital funds of 15000000SGD each; for a foreign branch, the head office generally must have capital funds of at least the equivalent of 200000000SGD. MAS may determine other amounts applicable to a particular case in writing. [3])
Digital Full Bank (historical dedicated admission arrangement):The retail and non-retail digital banking pathways under the historical digital bank framework; MAS’s current pages list the 2019 application criteria and FAQs as historical references. No new announcement opening applications on which an application could be based was found in this review. Historical eligibility or phased restrictions are not presented as information on applications open in 2026. [7](The lower-capital arrangements for historical restricted phases are not presented as current application thresholds. Confirm the mature Full Bank capital baseline and any phase-related exemptions against MAS’s current written requirements for the specific institution. [3] [7])
Digital Wholesale Bank (historical dedicated admission arrangement):A non-retail digital banking pathway under the historical framework should not be treated as meeting the eligibility requirements simply because it adopts an online model. A new application must first be supported by an explicit MAS arrangement to accept applications; the digitalisation of an existing bank's operations and a dedicated application to establish a new digital bank are not the same matter. [7](The paid-up capital baseline for a locally incorporated Wholesale Bank is 100000000SGD. If dedicated digital bank applications are reopened in the future, eligibility, capital increases, shareholders and operating conditions should be reassessed against the announcement then in force; the 2019 rules should not be copied directly. [4] [7])
Considerations for ApplicabilityWithin its approved scope, a DFB may combine personal deposits, credit and corporate services to support embedded banking services in retail platforms or everyday-use settings. A DWB may design financing and settlement solutions around SME cash flow, trade and supply chains, without replicating the product suite of a mass-market retail bank. Digital channels can help reduce reliance on extensive physical branch networks, but investment in core banking systems, cybersecurity and compliance remains significant. Appropriately authorised data and automated processes can improve customer identification, credit assessment and service efficiency; outcomes depend on data quality, model validation and actual operations. Licensed bank status provides a clear regulatory framework and a foundation for customer trust, but does not constitute regulatory endorsement, a capital guarantee or automatic permission to conduct all financial businesses.Full Bank is suited to bringing deposits, lending, payments and corporate finance onto a single banking platform, but retail operations, outlets and ancillary activities must comply with licence conditions. Wholesale Bank is suited to a specialised focus on corporate, institutional and cross-border trade finance, rather than relying on SGD retail deposit-taking as its business foundation. Merchant Bank is suited to investment banking and corporate financing and may combine other financial services within legal and licensing boundaries; it is not equivalent to an ordinary retail commercial bank. Licensed operations in Singapore can support regional treasury management and institutional partnerships, but do not automatically confer overseas operating eligibility, correspondent banking accounts or payment system membership. Clearly distinguishing a locally incorporated entity from a foreign branch helps shareholders assess capital support, group oversight, tax and risk ring-fencing arrangements in advance.
